為了有效解決人力資源開發中所存在的問題，筆者在分析了制約彭水苗族土家族自治縣人力資源開發的觀念、經濟和環境因素的基礎上，對彭水苗族土家族自治縣人力資源開發的教育對策提出了幾點建議與思考： （一）確立民族教育適度超前發展的理念； （二）構建人力資源開發主體多元化體系； （三）融合普通教育與職業教育； （四）突出發展正規職業教育； （五）強化成人教育。
