本論文在中小企業經濟較為發達的浙江省選取了三個起步時間不同的典型產業，即嵊州領帶、海寧皮革和永康五金產業，通過抽樣調查方法對三個典型產業的20家典型中小企業進行了實地訪談，完成了三個產業的中小企業集群化成長影響因素的431份有效問卷，收集了地方政府支持中小企業集群化成長的相關政策措施，得到了我國區域產業集群的形成與中小企業成長方面系統性較好的第一手資料。
