指出由於它們所處的區位條件、自身經濟背景、自身發展能力、獲取資金來源等許多方面都有差異，因而在開發思路、開發的旅遊產品以及開發戰略上都有所不同，據此，本文提出了不同類型非優區的開發模式，並分別以深圳市、上海南匯區、和平縣為例進行了案例研究，以期豐富非優區，乃至區域旅遊開發理論，並對中國漸熱的非優區旅遊開發實踐有一定的指導作用。
