    本文第一章主要介紹了該課題的選題背景、意義、研究思路以及當前國內外發展的況,引出問題;第章主要是關于電子政務系統內涵與特點的介紹,電子政務系統安全風險的理論,電子政務系統安全管理實施過程特別是風險分析過程及其重要性的介紹;第三章為風險分析理論方法研究,包括電子政務信息系統風險分析方法的能力要求,現有的主要安全風險分析方法剖析兩大方面;第四章為電子政務系統安全風險分析方法創新研究,在上述分析的基礎上,筆者選擇了octave 、故障和ahp方法到電子政務系統風險分析中,提出了安全風險分析的三集成方法;第五章是一個綜合案例分析,筆者選取了政府辦公自動化系統作為一個典,進行了安全風險分析,對前面各章中提出的理論和方法加以運用和證明;第六章為總結與展望。
