本研究選擇經常遭受水災的湖南省為研究現場，在深入調查的基礎上，廣泛參考文獻，綜合考慮災后引起的直接傷亡、疾病發病率的升高、超額死亡、疫源地擴大和病原媒介的滋生蔓延、精神刺激及心理影響、經濟損失等諸多方面，應用層次分析法的思想，以洪災危害程度為總的評價目標，構建包括上述六個方面的6個一級指標和74個二級指標的洪災危害程度初評指標體系。
