本文首先在分析國內外產業技術創新能力評價的基礎上,從產業技術創新環境、產業技術創新行為和產業技術創新績效三方面選取22個具有代表性的指標構建產業技術創新能力評價指標體系;其次運用層次分析法構造判斷矩陣,確定出各個單項指標的權重,提出產業技術創新水平指數、發展指數和協調指數,對產業技術創新能力進行綜合評價;最後,依據建立的指標體系,以蘇州製造業為例,以蘇州製造業2001年至2003年技術創新環境、創新行為和創新績效數據為基礎,對蘇州製造業技術創新能力進行較為合理的評價,為相關部門提供決策依據。分享友人
