本報告根據《 21世紀初期山東省水資源可持續利用總體規劃》和《山東省南水北調城市水資源規劃》成果，結合南水北調工程情況，通過大量調查分析，全面評估了山東省水資源的質和量；指出了開發利用和管理方面存在的主要問題；科學分析和預測了不同規劃水平年、不同保證率情況下的山東水資源供需狀況；根據經濟社會可持續發展對水的需求，從水資源開發、利用、治理、配置、節約和保護六個方面進行了全面系統的分析，提出了解決山東省水資源緊缺的基本思路、目標、任務和要求。
