第四章分析提出了青島市節慶旅遊發展的一般策略和個別節慶的演進策略，一般策略的主要內容包括組織與人力資源、政策及配套設施、政府介入與市場化運作、資源和影響管理、營銷管理等方面；在個案研究中，針對青島的國際啤酒節和海洋節這兩個重要節慶和其餘一般小節慶的特性做了具體研究，指出了它們各自的客源和遊客特徵，並就發展中的問題以及發展方向做了一定的分析探討。In this text we make a diagnosis of linear and nonlinear response of quasi - quadrennial ( qq ) and quasi - biennial ( qb ) component of nino3. 4 index by using reanalyzed ncep / ncar data of sst, wind stress ( pseudo stress ) field, ssp, then have a time and spatial analysis of wind stress field by using mssa, and finally find the importance and contrast the effect of different wind stress field forcing the sea so as to find the cause ofenso irregularity
