本文通過對「西安固定無線接入系統（即pas系統） 」現有10mw基站組網全網無線側話務模型的統計、分析，計算出無線側總的話務量，取定一定的呼損率及用戶話務模型，考慮到無線側熱點話務分佈情況，按照一定的基站組控比例關系，計算出當前25萬用戶時所需要的500mw基站數量；再按照最終40萬用戶的比例關系並給出一定的預留，計算出40萬用戶時所需要的500mw基站數量，同時根據基站數量再推算出所需要基站控制器的數量。
