通過大量的調查研究，作者認為人事檔案目前明顯存在的問題主要有：一、人事檔案材料內容質量不高，表現為千人一面、缺乏個性，更新滯后、內容陳舊，把關不嚴、難辨真偽，重政治輕業務等；二、人檔分離現象日趨嚴重， 「無頭檔案」增多；三、人事檔案管理體制不適應新的形勢，表現為管理體制上是多頭管理，管理體繫上仍為傳統的三大類管理，管理方法上「檔隨人走」 ，管理模式上實行封閉式管理；四、人事檔案管理方式陳舊、手段落後，仍以手工操作為主。
