為此筆者研究了我國城鎮基本醫療保險改革的歷史背景，收集了大量這方面的既有研究成果，為了不僅停留在理論層面，筆者到蘇州勞動社會保障局實習兩月有餘，也多次到定點醫療機構體驗情況，對蘇州城鎮基本醫療保險的實際運行也有了一定的直觀認識，得出城鎮基本醫療保險應在保護弱勢群體，增加橫向公平和杜絕道德風險、保證基金安全方面做出改進的結論。
