文以萊州灣及膠州灣水體交換條件差、生態環境惡化為背景，提出開鑿膠萊人工海河工程的戰略構想，通過開鑿人工海河，貫通膠、萊兩灣，以達到加快兩灣水體循環、改善渤海和黃海近岸海域生態環境的目的，併兼有航運、旅遊、生態、城市及經濟開發之利。
