    勝利油田是以油氣資源開發為主的國有特大型企業，職工家屬約40萬人，由於其特殊的地理位置和歷史原因，油田企業一直自行承擔了社區服務和社會保障職能，為使中國石化集團在境外順利上市，勝利油田被分為上市公司和存續公司，從九七年起勝利油田先後成立了10個社區，大約2 . 5萬人，主要擔負物業管理、學校、醫院、治安等服務性任務，隨著油田改革的深入，對社區的財務補貼逐年減少，社區移交地方政府困難重重，社區的生存與發展直接關繫到油田的穩定與發展，為此，本文研究的目的在於通過對勝利油田社區現狀分析，找出存在問題，尋找一條可行的發展道路，促進社區的發展。
