我國目前養老保障體制建設尚未健全和完善，養老保險領域投機行為問題已成為不容忽視的重要問題，為治理和防範養老保險領域投機行為問題，本文通過對近年來國家在東北老工業基地社會保險試點工作的改革，尤其是養老金計發辦法的調整，指出治理養老保險領域投機行為的關鍵因素，進一步提出治理養老保險領域投機行為的突破口在於養老保險制度設計的科學性、效益性和約束性，並結合我國實際情況進行相應的對策研究。
