本文首先在分析國內外產業技術創新能力評價的基礎上，從產業技術創新環境、產業技術創新行為和產業技術創新績效三方面選取22個具有代表性的指標構建產業技術創新能力評價指標體系;其次運用層次分析法構造判斷矩陣，確定出各個單項指標的權重，提出產業技術創新水平指數、發展指數和協調指數，對產業技術創新能力進行綜合評價;最後，依據建立的指標體系，以蘇州製造業為例，以蘇州製造業2001年至2003年技術創新環境、創新行為和創新績效數據為基礎，對蘇州製造業技術創新能力進行較為合理的評價，為相關部門提供決策依據。
