論文在對珠江航運發展存在問題分析研究的基礎上，結合珠江航運的實際及按照市場經濟的要求，提出了貫徹落實西部大開發和可持續發展戰略，修改制定珠江航運發展的總體規劃，研究加快航運發展的對策和措施；搞好水資源綜合利用，理順河流開發建設和管理方面的關系，建立流域水資源綜合管理機構；加大內河航運基礎設施建設資金投入，發揮內河航運的優勢；加快船型標準化及信息化建設步伐，以科技進步來提高航運的競爭力；深化管理體制改革，建立公開、公正、規范的水路運輸市場環境等對策和建議。論文對珠江航運發展進行了展望，分析了為實現全面建設小康社會，珠江航運面臨的任務，描述珠江航運的發展目標及宏偉藍圖。 -

本文採用系統科學分析問題的基本方法，藉助數學、運籌學等基礎學科的理論方法，首先對城市客運交通進行了全面的系統分析，包括城市客運交通系統的組成要素分析、城市客運交通系統外部影響因素分析、城市客運交通系統特性分析以及國內外城市客運交通結構對比分析等；在此基礎上，本文從評價的基本原則、評價的思想構架、評價指標的確立以及綜合評價等方面建立邏輯關系體系對城市客運交通結構的評價進行了理論研究；關于城市客運交通結構的設計，本文引入層次分析法的思想構築結構層次模型，在符合城市特性的情況下，力求實現城市客運交通系統的供需平衡；最後，本文提出了城市客運交通結構優化的思路，並對其中關鍵性問題進行了討論分析。 -
