論文運用企業戰略管理的思想分析新時期企業經營環境的變化，運用先進的系統評價與分析方法，借鑒國外同行的成功經驗，在國內有關部門制定的工業企業評價指標體系框架的基礎上，結合長慶局的實際情況從財務和非財務兩個方面設計出一套全面科學的經營戰略性評價指標體系，並在此基礎上建立一套科學的評價方法模型，並對企業近三年的業績情況進行試算，對評價結果進行分析和說明。
