本文以廣州市為例，從外來流動人口管理、房屋建設及出租管理、規劃及規劃管理及基層管理和管理體制等四個方面，就其快速發展過程中城鄉結合部地區出現的問題進行了詳細調查，並對其存在的社會經濟根源進行了探索和反思，找出城鄉結合部地區最為核心和根本性的兩大問題：一是城鄉二元體制對城市化發展的制約；二是城鄉結合部土地開發和管理機制的不完善，導致土地利用效率低下。
