第十七條縣級以上的地方各級人民政府組成人員和人民法院院長、人民檢察院檢察長，鄉級的人民政府領導人員，列席本級人民代表大會會議；縣級以上的其他有關機關、團體負責人，經本級人民代表大會常務委員會決定，可以列席本級人民代表大會會議。
