本文從大連公司的辦公自動化系統著手，從網路設計到軟體實現；然後根據鐵通總部的計費二期工程改造公司現有計費帳務系統，以適應公眾運營及新業務需求；在上述兩套系統建設改造完畢后，將以計費系統用戶數據為核心數據庫，建立大連分公司的決策支持系統，最終完成整個鐵通業務運營支撐系統的設計。
