普遍管轄原則在二十世紀被迅速廣泛接受並被確立為國際刑法的基本原則有其必然性:首先，國際犯罪的日益復雜化及多樣化使國際社會加緊尋求有效的控制、打擊國際犯罪的國際、國內雙重司法體制。其次，國際刑法的直接執行模式又存在諸多缺陷。最明顯的問題就是國際法庭或國際刑事法院的屬物管轄范圍太狹窄，時間效力也很受限制。
