本論文認為緩解河西地區水資源短缺和生態環境惡化的水資源配置制度創新內容主要包括以下幾個方面：建立和實行可交易水權制度，發揮市場對水資源的配置功能，提高水資源配置效率；採取涵蓋生態環境價值的水資源定價制度，使價格既能反映水資源的稀缺性和供給成本，又能反映水資源所具有的生態環境價值；實施流域統一管理制度，保證水資源在區域間的公平分配，確保最低限度的生態用水，以節水為核心，加強生態環境綜合治理和保護。
