本文從不同階段縣域經濟發展現狀對比分析入手，找到不同發展階段中縣域經濟的運行特點和發展著力點；以江蘇的蘇南、蘇中和蘇北不同區域的典型縣市為例，在實地走訪調查的基礎上，主要採用二手資料分析的方法，研究縣域經濟發展的主要推進因子和制約因子；最後就新形勢下縣域經濟發展提出建議。
