本論文以可持續發展理論為指導，以壩上豐寧、圍場、沽源、張北、康保、尚義六個首批試點縣為具體研究對象，通過典型調查分析和實施效果的評價，從中發現和找到制約退耕還林的制度和政策因素，探討欠發達地區退耕還林工程中所暴露出的問題，力圖尋求生態與經濟協調發展的有效途徑，並提出相應的對策和政策建議，為政府和林業部門進一步完善相應的政策體系提供決策依據和方法。 -
