作者從我國電子商務的發展現狀及電子簽名國際立法動態的角度出發，在閱讀大量相關文獻、資料、專論的基礎上，積極借鑒國際先進立法實踐及經驗，在導師的指導下，對電子簽名的法律效力、證據力、認證制度及電子簽名立法等法律問題進行了廣泛且有一定深度的探討，並得出如下結論：一、有必要對我國現行的相關簽名法律進行修訂，或另行制定新法，確立電子簽名的法律地位和效力，調整和規范電子簽名的使用，以促進我國電子商務的發展。
