本文以國家「退牧還草」政策為背景，在國內外相關研究成果的基礎上，結合對內蒙古草原生態退化狀況及原因進行分析，對內蒙古「退牧還草」工程實施狀況進行了總結;將項目實施前後草原生態狀況、牧民生產生活狀況加以對比分析，並綜合運用意願需求分析、博弈論以及草畜平衡理論，以探討內蒙古「退牧還草」工程的實效與實施過程中存在的問題。
