Based on the data and information of the survey of normalizing minimum life guarantee system in urban population conducted by the ministry of civil affairs in nine chinese cities, this paper analyzes the method and effect that the guarantee bodies at the grassroots level investigate the income, property, hidden employment of urban residents entitled to basic living allowances, sums up the major obstacles faced by minimum life guarantee system in urban population, rethinks the applicant ' s behaviors of hiding their income and property, and appraises the index of assessing the family income and property of urban residents entitled to basic living allowances
摘要通過運用民政部在全國九城市進行的「規范城市最低生活保障制度」的調查數據和資料，對基層辦保機構調查低保人員收入、財產、隱性就業的方法及效果進行了分析研究；對其在執行低保制度面臨的主要障礙進行了梳理評述；對申報對象隱滿收入和財產的行為進行了反思；對測評低保家庭收入和財產的指標進行了考察評估。 -
