其次，在此基礎上對傳統經濟模式下企業承擔環境責任面臨的困境進行原因剖析，認為:一方面傳統理論中企業「經濟人」與「社會人」假設存在的不足使得多數企業在承擔環境責任上處于被動狀態;受環境資源無價值論及傳統企業「人性」理論的影響，故企業環境責任法律化價值取向仍停滯于強調「效率（益）優先兼顧公平」及強調維護個體經濟效率為主社會效率為輔的傳統價值理念中。
