本文首先在調查研究的基礎上分析了國光公司的行業背景與研發組織中存在的問題，提出實施項目化管理的必要性，然後，綜合運用管理學、組織行為學、項目管理學與本人的實踐經驗系統闡述了國光公司研發組織在從職能制轉向項目化管理的過程中，初步建立適合組織項目特點的項目管理體系的組織結構、項目管理流程與規范以及項目管理的控制與評估體系，在此基礎上，結合項目管理發展的特點，提出了項目管理體系的發展模式。
