但是，農業發展與農業推廣工作的狀況與其存在的問題以及農業信息資源結構與布局、農業管理體制與機制、農村經濟社會條件與文化教育水平、農業和農村公共設施、農業推廣的行政或組織環境等方面的環境因素，直接或間接地制約了農業推廣信息傳播與交流及其服務工作的順利開展，障礙了信息傳播通道，阻滯了信息傳播速度，降低了信息傳播效益，不利於農業信息產業化和農業信息水平的發展與提高。因此，必須著手改善影響農業推廣工作、農業信息傳播與服務工作的內外環境，採取諸如大力發展農業與農村科教事業、創新農業推廣體制和機制、加強農業和農村基礎設施建設、加強信息資源建設、發展農業信息產業化等相應對策措施，才能加快農業信息傳播，促進農業創新擴散和成果轉化，提高農業生產的科技水平，推動農業經濟發展和農民收入提高以及農村社會的全面進步。
