The first part, starting from news lawsuits, discusses the key problem in current news lawsuit. on the one hand, reporters need to protect the interests of journalists, and ensure public surveillance from media ; on the other hand, citizens want to defend their rights from infringement. it hence raise the question of keeping balance between the right of surveillance and that of reputation

    全文共分五個部分:第一部分從新聞官司說起,講到了目前新聞官司中的一個關鍵問題,一方面記者要維護新聞機構和新聞工作者的利益,提高新聞輿論的作用,另一方面公民又要維護自己的合法權益不受侵害,這就引出了一個監督權和名譽權的平衡問題。
