本文以當前水利行業經濟體制轉軌過程中出現和存在的項目建設管理體制與建設管理治理結構這兩個焦點問題為研究對象，從歷史、現狀、國內外項目管理的實踐入手，結合現代管理學理論，論述了水利項目的建設管理體制，尤其是項目法人責任制的實施方案問題；同時，從水利項目建設管理單位的環境、使命分析入手，著重論述了建設管理單位的組織結構設計、運行管理機制等問題，尤其在建設管理單位職能部門的形成分析、各種組織結構形式的具體適用與選擇、內部管理的規章制度、外部管理功能的實現途徑、建設管理單位的監督機制等方面做出了有益的探索。 -
