本文從現行的測量系統量值分析、可靠性分析及不確定度分析的的理論出發，對測量系統的分析方法進行了系統的、全面的探索和研究，並對動態不確定度的理論及其評價方法進行了探索，完成和取得了如下主要工作及創新性成果：通過對測量系統現行的量值分析方法及可靠性分析方法的分析，發現測量系統現行的量值分析方法在適用范圍及對系統誤差的分析上存在局限，而現行的可靠性分析方法也難于操作和實施，使得測量系統的可靠性評價實際上流於形式。
