通過對重慶彭水苗族土家族自治縣人力資源開發的實證調查與分析，筆者發現其人力資源開發存在如下幾個比較突出的問題： （一）人力資源質量偏低，其中包括文盲與半文盲比例高、從業人員受教育程度低； （二）人力資源結構不合理，其中包括從業人員教育結構不合理和行業結構不合理； （三）人力資源開發主體單一； （四）人力資源開發不充分； （五）教育開發能力不夠，其中主要包括基礎教育條件落後、職業教育不能滿足需求、師資嚴重缺乏且配置不合理和高中教育相對薄弱。 -
In order to effectively solve the above - mentioned problems, the author analyses the sense, economic and environment factors that condition the human resources development in pengshui miaozu and tujia autonomous county, and then the author raises some suggestions and thinking in educational countermeasures of the human resources development in pengshui miaozu and tujia autonomous county : i. set up the concept of ethnic minority education ' s suitable and surpassing development ; ii. set up the system of the pluralistic developers of human resources development ; iii. merge the general education with the vocational education ; iv. prominently develop the regular vocational education ; v. strengthen adult education
為了有效解決人力資源開發中所存在的問題，筆者在分析了制約彭水苗族土家族自治縣人力資源開發的觀念、經濟和環境因素的基礎上，對彭水苗族土家族自治縣人力資源開發的教育對策提出了幾點建議與思考： （一）確立民族教育適度超前發展的理念； （二）構建人力資源開發主體多元化體系； （三）融合普通教育與職業教育； （四）突出發展正規職業教育； （五）強化成人教育。
