河南省陸渾灌區是河南省百萬畝以上大型灌區之一，地處十年九旱的河南省西部，是一集農業灌溉，城市供水，農村人蓄吃水為一體的多目標供水工程，灌區於1967年由河南省水利勘測設計院開始勘測規劃設計， 1970年開工建設， 1974年建成總乾渠、東二乾渠，並通水局部施灌， 1980年完成東一乾渠東宋以上渠段， 1991年第一期工程竣工驗收，以後又修建了西乾渠部分工程。
