不在該條例管制范圍內的消費品計有食物及水、遊艇及類似船隻、飛機（滑翔風箏除外） 、汽車、 《氣體安全條例》所界定的氣體、石油氣儲存器、氣體用具、氣體配件及氣體軟喉、電氣產品、除害劑、煙草及煙草製品、藥劑製品、毒藥及抗生素、傳統中藥， 《玩具及兒童產品安全條例》所指的玩具及兒童產品，以及有特定法例負責安全管制的其它貨品。 -
