本文從世貿組織的基本職能和電力行業的特性入手，介紹了壟斷湖南電力的省電力公司現狀，分別從「入世」后我省產業結構調整對電力需求的影響、 「入世」對省電力公司現有管理模式的沖擊及對省電力公司經營的影響三個方面進行分析，並就電力管理、電力監督、電力人才、電力投融資、電力運營、電價及電力營銷這些方面進行了相應的對策研究。
