本文針對民用飛機研製的現狀及存在的問題，提出了必須建立現代項目管理理念，用項目管理的思想來改進民機研製的管理流程：針對民機的復雜性，結合項目管理常用組織結構和民機研製項目現有的情況，對民機研製的組織結構進行了重組，建立了基於「四坐標」管理的強矩陣組織結構；在對民用飛機研製的管理工作充分分析的基礎上，按項目的生命周期，用項目管理的方法對民機研製的管理流程進行了研究，建立了新的、符合項目管理要求的民機研製項目總體流程；研究了民機研製項目具體工作流程。 -
