鑒於此，本文以高校行政為研究對象，首先回顧了大學與政府關系的歷史演變、高校的權力結構與模式以及我國高校行政體制改革的變遷軌跡，然後通過行政法治和高校行政法治兩者之間相關性的研究，從高校的行政權、高校的行政主體地位與高校的行政法律關系等基本問題入手，闡明高校行政的法治內涵及其價值，提出高校行政法治的基本要求，並在此基礎上對高校行政的違法問題進行全面反思。
