日本農協金融對我國發展農村合作金融的啟示：一是要加強農村金融立法，盡快出臺《合作金融法》 ：二是要加大時農村金融的扶持力度，建議通過立法將農信社定位為國家扶植農業的工具，將農業發展銀行的縣級支行合併到農信社；三是祛除農信社的官辦色彩，把農信社真正辦成農民自己的合作金融組織，農民才是農信社的「主人」 ，信用社是為農民服務的「僕人」 。
