因此，我覺得新加坡或可在大學華文專業水準之下，中學華文水準之上，開設高級語言學院，讓有志於雙語的學生或在職人士多修讀相關語言課程也包括馬來文淡米爾文等，並舉行相當程度的語言考試，合格者可授予證書，以證明其雙語能力。 -
