外匯方面：區內機構的外匯賬戶，不區分外匯結算賬戶和外匯專用賬戶，實行統一管理；所有的外匯收入均可存入外匯賬戶，所有支出均可從外匯賬戶中支付；區內機構與境外的外匯往來，不需要辦理收匯、付匯核銷手續；區內機構向境外機構借用外匯資金，只需辦理登記手續。
