本文應用信息管理系統、數據庫管理系統，地理信息系統、最優化技術、統計學等方面的理論和知識，以滿足三峽工程梯級水庫調度的需要為前提，提出了三峽工程梯級水庫調度自動化系統的方案結構，該方案已被三峽工程的建設所采納，同時，在水情遙測系統的通信組網方式上，本文提出的inmarsat - c與pstn聯合組網的通信方式，在我國水電站的水情測報系統中，首次在葛洲壩項目中成功地應用，並且該方式也將應用於三峽水庫調度自動化系統。 -
