本文通過對勝坨油田坨28下油組油藏地質特點及開發歷程的深入分析，找出目前存在的主要問題有：注采井網不完善，平面上水淹嚴重，注水效果差，油水矛盾突出，層間干擾嚴重，原油稠，油藏能量低，儲層非均質性強，致使常規彩油工藝開發難度大。
