摘要綜合研究了跨境水資源分配的特點、目標、模式、原則、指標體系和影響等因素：對近10年來跨境水資源分配的研究進行了總結，歸納出新的發展趨勢；從自然和國際法兩方面屬性分析跨境水資源的特點，判識跨境水分配的核心問題和難點；系統地分析了全局分配、項目分配和流域整體規劃分配等分水模式；在分析跨境水資源的分配原則基礎上，提出了分水技術指標體系，並探討了其影響因數和主要指標的確定；結合這些研究，對我國的跨境水資源分配，提出了相關建議。
