本文在廣泛調查研究，總結我軍開展爭先創優活動的歷史經驗的基礎上，全面分析了「雙爭」活動對綜合評估系統的需求，以《軍隊基層建設綱要》為依據，以現代數學理論和建模方法為基礎，以信息技術為支撐，綜合運用德爾斐（ delphi ） 、層次分析（ ahp ） 、模糊數學（ fuzzy ） 、綜合集成（ metasynthesis ） 、物理-事理-人理（ wsr ）等方法，同時結合「雙爭」評比自身的特點和實踐經驗，探討了系統功能結構的設計思路和綜合評估指標的構建方法，並運用模糊數學理論構建了「雙爭」模糊綜合評估模型。Making use of delphi method, there are thirty experts which have been chosen in this thesis. these experts are composed of three kinds of experts which are separately technique economics experts, industry economics experts and synthesis investigation experts
