    國際關系理論的發展已經從國家中心論（ state - centric ）演進到跨國主義（ transnationalism ） 、互賴理論（ interdependence ） 、國際機制（ internationalregimes ） 、與多元主義（ pluralism ）的產生，政府以外的民間力量結合，正日漸擴大其在國際關系間的影響力，如何藉由非政府組織不同途徑的研究，觀察國際關系中影響因素的質變與量變，變成為二十一世紀新興的研究課題。
