本文首先研究中國古代科舉制度體系、借鑒了國內各地公開選拔的成功經驗及外國公務員考任制度中有益的做法，然後在人力資源發展與管理理論指導下，對大慶市公開選拔黨政領導幹部工作中存在的主要問題進行具體的分析，在此基礎上，提出了公開選拔黨政領導幹部制度體系構建模型，並對大慶市公開選拔黨政領導幹部工作實踐中存在的具體問題提出有針對性的建議，希望對大慶市乃至其他地區的公開選拔制度化建設工作有借鑒意義。
