論文在深入總結了區域產業結構的內涵及演化趨勢的基礎上，分析了劣勢產業的定義、成因及其特點，探討了產業結構優化理論和優化方法及其模型，建立了一套劣勢產業的評價指標，並提出了一種新的劣勢產業評價方法模型，即先用數據包絡分析法（ dea ）評價產業的相對有效性，然後根據該產業的綜合基準系數，參考其環保、節能指數並結合具體產業進行定性分析，從而確定出一個區域的劣勢產業。
