本文首先，從分析秦皇島港煤炭運輸的外部環境入手，通過對「三西」煤炭鐵路運輸通路、港口所在地區的鐵路以及周邊港口概況的敘述，著重對秦皇島港鐵路（主要線路：大秦線、京山線、京秦線）的運輸通過能力進行了計算與分析；其次，對鐵路及周邊港口發展趨勢、煤炭市場需求、船舶大型化趨勢和港口適應性進行了分析；最後，在以上諸多分析的基礎上，提出建設深水外貿煤炭專用碼頭的可行性方案，從而改善秦皇島港大型船舶的裝卸條件，形成在外貿煤炭船舶裝卸的比較優勢，提高秦皇島港在外煤運輸市場的競爭力，並對方案未來的實施效果進行了分析。 -
